Lagos State has moved to explain the latest round of flooding in parts of the metropolis as a drainage failure amplified by an unusually high lagoon level, not simply by rainfall alone.

Commissioner for the Environment and Water Resources, Tokunbo Wahab, said the rising water level in the Lagos Lagoon has slowed the discharge of stormwater from canals and drainage channels, leaving roads and neighbourhoods temporarily inundated.

In the state’s account, the lagoon level has risen by about one metre, a shift officials say is now choking the city’s natural outflow points.  

Wahab has also pushed back against criticism that the floods are being handled badly, arguing that the government has already taken steps on drainage, wetlands and floodplain enforcement.

Punch quoted him as saying: “What we have is not overflowing flooding; it is flash flooding here and there.”

He added that the government had been removing encroachments and opening up blocked discharge routes, including around Chevron Drive and Ajiran, where he said there had been measurable improvement within 72 hours of intervention.  

The warning signs, however, were already in place. The Nigerian Meteorological Agency had issued a flash-flood risk alert for early July, saying widespread rainfall had saturated the soil and raised the danger in low-lying, urban and coastal areas such as Lagos.

NiMet said: “As July marks the beginning of the peak rainy season, the risk of flash flooding is expected to increase.”

The agency also warned of possible transport disruption, temporary outages and waterborne disease risks if floodwaters linger.  

The flooding has now reached Nigeria’s power sector. The Transmission Company of Nigeria said it declared force majeure on the Oworonshoki 132/33kV and Lekki 330/132kV transmission substations after persistent rainfall and flooding affected operations.

In TCN’s statement, the Oworonshoki facility was “presently not in service”, with two transformers affected, while the Lekki substation remained operational because water was still being pumped out.

Sahara Reporters also reported that the outage left several communities in darkness.  

Beyond the immediate downpour, the deeper problem remains structural. Recent reporting by AP and The Guardian shows that Lagos’s coastal and lagoon environment is increasingly vulnerable because wetlands, shorelines and lagoon beds are being altered by dredging and rapid development, weakening some of the natural buffers that once absorbed excess water.

That is crucial in a city already exposed to heavy rainfall, tidal surges and constrained drainage. The present flooding is therefore best read as a combination of weather, geography, infrastructure stress and environmental degradation, rather than as a one-off storm event.  

That is why the state’s assurance that the water will drain once rainfall eases may prove correct in the short term, but only partially.

The current episode is temporary in the narrow sense, yet the underlying risk is not. As long as drainage channels remain under pressure, wetlands are encroached upon, and lagoon levels rise during intense rainfall, Lagos will continue to face repeat flooding, blackouts and traffic paralysis after heavy rain.

That conclusion is an inference from the official statements and the wider reporting, but it is the clearest reading of the facts now on the ground.
