The Independent National Electoral Commission (INEC) confirmed that the ruling party won five of six Federal Capital Territory (FCT) area council chairmanships while the main opposition took Gwagwalada.
The results underline the ruling party’s hold on the capital ahead of the 2027 general election. They leave questions about turnout and local dynamics. The split result raises questions about what it means for grassroots politics in the FCT.
The results and what they mean
The election count was released by the Independent National Electoral Commission. It showed clear victories for the ruling party in Abuja Municipal, Abaji, Bwari, Kwali, and Kuje Area Councils.
The only council won by the opposition was Gwagwalada where the Peoples Democratic Party candidate prevailed.
The pattern strengthens the ruling party’s local machinery in the FCT. At the same time, it hands the opposition a vital foothold in an area of strategic political importance.
Full results breakdown
Gwagwalada Area Council — Mohammed Kasim (PDP) 22,165; APC 17,788; APGA 1,687; ADC 1,366. The returning officer, Philip Akpen, declared Mohammed Kasim winner after verification of the results.
Bwari Area Council — Joshua Ishaku (APC) 18,466; ADC 4,254; ZLP 3,515. INEC declared Ishaku duly elected.
Abuja Municipal Area Council (AMAC) — Christopher Maikalangu (APC) re-elected with 40,295 votes of the valid 62,861. The AMAC collation officer, Andrew Abue, announced Maikalangu returned elected.
Abaji Area Council — Umar Abdullahi Abubakar (APC) 15,536; PDP 4,547; ADC 37. Abubakar was declared winner by INEC.
Kwali Area Council — Nuhu Daniel (APC) 17,032; Haruna Pai (PDP) 8,575. Daniel was returned elected.
Kuje Area Council — Danjuma Shekwolo (APC) 17,269.
Local contests and notable figures
In Gwagwalada the declared winner, Mohammed Kasim, defeated the APC candidate Yahaya Shehu by more than four thousand votes.
The margin is decisive. It shows a competitive pocket of opposition strength inside the capital. National attention usually concentrates on the city centre. The declaration came from returning officer Philip Akpen after collation.
In Bwari, the APC candidate Joshua Ishaku was declared winner by returning officer Mohammed Nurudeen.
In AMAC the incumbent, Christopher Maikalangu, secured a comfortable re-election. The AMAC collation officer was named as Andrew Abue.
The Abaji result confirmed Umar Abdullahi Abubakar as winner. Other declared winners include Nuhu Daniel in Kwali and Danjuma Shekwolo in Kuje.
Turnout, integrity and political context
Early reporting from national outlets and INEC data suggest that turnout varied sharply between councils. AMAC recorded the highest number of valid votes.
The results were declared under close scrutiny after campaigns that mixed local service promises with national party messaging.
Observers noted the elections will serve as a barometer for the parties. This is ahead of the 2027 general election. Control of the FCT remains symbolically important then.
Political analysts say that holding five councils gives the ruling party an operational advantage for mobilisation. However, the PDP win in Gwagwalada offers the opposition a narrative of resilience.
What to watch next
The immediate focus will fall on three items. First, petitions or legal challenges from losing parties. Second, how the winners translate their mandates into local governance and visible service delivery.
Third, whether the parties will use the FCT results to shape strategies for 2027. The split result may prompt sharper contestation in wards where margins were narrow.
Our assessment
The overall picture is one of consolidation for the ruling party but not of complete dominance. A single opposition victory in Gwagwalada signals that local dynamics, candidate selection and ground mobilisation still matter.
For national strategists, the task is to convert area council control into durable support. They must avoid governance failures. These could become campaign liabilities.
For voters the expectation will be immediate improvement in services and accountable local administration.
