A violent brawl reportedly tore through the Labour Party caucus of the Abia State House of Assembly on Tuesday, when the chamber’s Majority Leader, Hon. Okoro Uchenna Kalu, is said to have struck a colleague over a dispute about an alleged cash gift from Governor Alex Otti.
The victim, Hon. Akachukwu Ucheonye of Aba Central, sustained a deep laceration to the head and was treated for concussion after the assault which, according to multiple sources, occurred at the home of fellow lawmaker Hon. Fyne Ahuama in Aba.
If confirmed, the episode reveals a raw collapse in internal discipline. This occurs in a legislature whose actions directly affect public finance. It also impacts public trust.
What happened
According to an exclusive account published by SaharaReporters, the altercation began inside a caucus meeting. The meeting was convened to distribute an undisclosed sum. This sum was allegedly sent by Governor Alex Otti. It was in appreciation for the swift passage of a N150 billion supplementary appropriation passed earlier this year.
Tensions escalated when Hon. Ucheonye pressed for a larger share of the funds. He chairs the House Committee on Appropriation, Budget and Planning. He justified his demand on the basis of his role in the budget process.
Witnesses say an exchange of words quickly became physical and that Kalu picked up a beer bottle and struck Ucheonye, causing profuse bleeding and a severe concussion.
The injured lawmaker was rushed to a private clinic for treatment and later sent a message to Governor Otti with images and video of his wound.
SaharaReporters further reported that the Speaker, Rt. Hon. Emmanuel Emeruwa, was there. He allegedly instructed those at the meeting not to report the incident to police. He also told them not to allow details to leak.
The same report says that despite being treated, the injured member was discharged in time. They joined a state-sponsored delegation to London. Sources described this excursion as costing taxpayers nearly N1 billion. Those claims remain allegations until independently verified by investigators.
Context: the supplementary budget and the cash gift
The alleged cash gift was reportedly proffered to the caucus. This happened after the Abia Assembly passed a N150 billion supplementary appropriation earlier this year. The move drew public attention at the time because of the size and the speed of the approval.
The supplementary appropriation was approved amid guarded fanfare in August. The larger 2025 budget is described by the governor as a “Budget of Sustained Momentum.” Questions about the speed and transparency of budget processes arise. These questions are part of a broader conversation about accountability in subnational spending.
The Abia State House of Assembly is a 24-member legislature. A small chamber concentrates power among party leaders. This increases the political value of committee chairmanships and leadership posts. It creates incentives for patronage and opportunistic behaviour when oversight mechanisms are weak.
The London trip and alleged misappropriation
Reports quote sources saying the lawmakers flew first class to the United Kingdom. They lodged at a Premier Inn in Croydon. According to those accounts, further disputes broke out during the trip over the distribution of allowances. Some members claimed they received only a fraction of the money released for the visit.
Hotel security was reportedly asked to intervene during another confrontation. The allegation that the trip cost taxpayers almost N1 billion raises questions. Concerns include procurement, approval, and the official purpose of the visit.
Currently there is no publicly available itemised breakdown confirming the stated cost or the authorising documents for such expenditure.
Why this matters
There are three overlapping dangers in these allegations.
First, the image of lawmakers resorting to violence over money undermines public confidence. Elected institutions are already fragile after years of allegations of corruption and impunity.
Second, the suggestion that principal officers tried to suppress a report of criminal conduct by urging silence is alarming. This raises grave concerns about obstruction. There is also a worry about a culture of impunity inside a body charged with oversight.
Third, there is a prospect that public funds intended for governance or capacity building are being diverted. These funds become discretionary largesse for politicians. This misuse undermines basic fiduciary accountability. It also weakens the social contract between taxpayers and the state.
Legislative violence and corruption are not unique to Abia. Human Rights Watch and other observers have documented a long history of political violence. There is also patronage and the use of force to settle disputes in different parts of Nigeria.
Legislative bodies occasionally erupt in physical clashes when factional tensions, tight votes or patronage disputes reach a boiling point.
Globally, parliaments have at times observed violence when rules of engagement break down. Nonetheless, democratic resilience requires a prompt and impartial investigation. Sanctions are necessary where misconduct has occurred.
Legal and ethical questions
If the allegations are correct, they will attract both criminal and internal parliamentary consequences. Assault with a weapon is an offence under Nigerian criminal law. It would ordinarily lead to arrest. This can be followed by an investigation and potential prosecution.
Separately, the House of Assembly has its own disciplinary rules. The clear instruction to suppress the incident, if true, amounts to obstruction of justice and abuse of office. Whichever route is taken, an independent, transparent process is essential for public trust.
The alleged diversion or misallocation of funds for travel and allowances raises concerns. It includes the claim that only part of the monies allocated for the London visit were distributed to participating lawmakers. This issue touches anti-corruption rules and budgetary discipline.
Anti-corruption agencies and the state auditor should be capable of demanding documentation and trace payments. At the very least, the public deserves disclosure of the legal basis for foreign travel. They also have the right to the list of participants, the itinerary, and a full accounting of expenses.
Political fallout and next steps
Reports say disgruntled members are preparing to move to impeach the Speaker and principal officers on their return. Impeachment is a constitutional mechanism but in practice it is often political theatre unless backed by evidence and due process.
What is now needed is not political theatre but a professional investigation. The Abia State Police Command and relevant oversight institutions should promptly open an inquiry that can set the facts.
If the speaker instructed members to conceal the assault, it would concern criminal investigators. It would also involve the Assembly’s ethics machinery.
What the public should demand
Citizens and civil society must press for:
- an immediate, independent probe into the assault allegation with published findings
- forensic accounting of the alleged cash disbursement and the London trip expenditures
- disciplinary proceedings if Assembly rules were broken or public funds misused
- criminal investigation where evidence of assault or obstruction exists
Transparency will be the single most important corrective. The public deserves to know if a governor expressed gratitude for legislative cooperation through gifts to lawmakers. If this occurred, they should know on what legal basis.
Elected officials must show that their conduct meets statutory and ethical standards. They should not hide behind party loyalty or threats of internal censure.
Final thoughts
If the allegations are proven true, the episode in Aba will be an unconscionable demonstration. It will show how petty patronage can erode the dignity of public office. It can also endanger the rule of law.
If the allegations are false, those implicated owe the public a swift and transparent rebuttal. The institutions involved must cooperate with investigators. This cooperation is essential so that rumours do not harden into accepted fact.
Either way, this matter should be treated with the gravity it merits — not hushed behind closed doors. The people of Abia deserve legislators who argue with facts and votes not bottles.
