ABUJA, Nigeria โ€” The National Economic Council (NEC) is poised to reconvene later this month amidst a surge in state-led initiatives aimed at bolstering security and addressing regional autonomy concerns in Nigeria. With an increasing number of state governments submitting reports on the establishment of state police and deploying forest guards to combat criminal activities, the nation stands at a critical juncture where security imperatives intersect with demands for self-determination.

State Police Initiative

At the forefront of the national discourse is the proposal for the creation of state police forces, which gained significant traction following President Bola Tinubu’s meeting with governors last February. The Federal Government and state authorities have engaged in deliberations to develop modalities for establishing state police units, recognizing the urgent need to decentralize law enforcement and enhance security at the grassroots level.

During NEC’s 140th meeting held on March 21, reports from 16 state governors expressed support for the establishment of state police and recommended constitutional amendments to facilitate the process. While additional states have since submitted their reports, the exact number is yet to be disclosed, underscoring the broad-based interest in devolving security responsibilities to sub-national entities.

The passage of a bill proposing the creation of state police in the House of Representatives further underscores the momentum behind this initiative. Backed by 13 lawmakers, the bill garnered majority support, signaling growing consensus on the need to address security challenges through decentralized law enforcement mechanisms.

Forest Guards and Local Security Measures

Simultaneously, state governments have embarked on initiatives to deploy forest guards and strengthen local security frameworks to protect farmers and mitigate threats posed by criminal elements. At least 10 states have begun the process of deploying forest guards, reflecting a proactive approach to safeguarding critical assets and enhancing community resilience against security threats.

In states like Ogun, Plateau, Osun, and Ekiti, efforts are underway to recruit and train forest guards to combat banditry and address deforestation and illegal activities in forest reserves. The deployment of agro rangers and community safety corps in states like Bayelsa, Benue, and Sokoto further underscores the multi-dimensional approach adopted by states to enhance security and protect vulnerable communities.

Challenges and Opportunities

While the initiatives to establish state police and deploy forest guards hold promise for enhancing security and promoting regional autonomy, they also pose significant challenges. Coordination between the Federal Government and state authorities, constitutional reforms, and resource allocation are critical factors that will determine the success of these endeavors.

Moreover, concerns regarding political victimization, resource allocation, and the potential for abuse of power underscore the need for robust oversight mechanisms and accountability measures. Balancing the imperatives of security with the principles of democracy and human rights remains a delicate task that requires careful deliberation and stakeholder engagement.
