At the Four Points by Sheraton Hotel in Ikot Ekpene, Akwa Ibom State, the Niger Delta Development Commission (NDDC) recently wrapped up a two-day Board and Management Retreat with the goal of navigating the Niger Delta’s complex socioeconomic landscape and aligning with President Bola Tinubu’s Renewed Hope Agenda. The retreat had its share of difficulties even though it was characterized by hope and astute strategic observations.

The retreat, with the theme “Renewed Hope: A New Era for Vitality, Peace & Development,” sought to establish a comprehensive plan of action for the NDDC’s 7th Governing Board. The participation of past chairmen and managing directors, who were involved for the first time, was an exceptional but praiseworthy feature.

The Governing Board Chairman opened the retreat with some opening words, and the Managing Director/CEO gave some thought-provoking speeches after that. Important stakeholders conveyed words of goodwill, while experts gave presentations on important Niger Delta development concerns.

The retreat culminated in a series of general resolutions aimed at addressing pressing challenges and fostering sustainable development:

Masterplan Emphasis: The importance of a reviewed and updated Niger Delta Regional Developmental Masterplan was highlighted as a crucial framework for guiding and implementing development initiatives.

Board Continuity: Concerns were raised about the frequent changes in the Governing Board affecting project execution. The resolution urged the Federal Government to ensure the current Board completes its tenure, ensuring sustainability.

Synergy and Collaboration: Participants stressed the need for synergy and coordination between the Ministry of Niger Delta Development, State Governments, and development partners to enhance regional development.

Procurement Integrity: Acknowledging the vulnerability of procurement to corruption, the NDDC was urged to manage the procurement process effectively, adhering to the core objectives provided under the Procurement Act.

Financial Autonomy: Participants advocated for financial autonomy outside the Treasury Single Account (TSA) regime, emphasizing its importance in utilizing traditional credit sources for project completion.

Urgent Release of Funds: There was a call for the urgent release of outstanding statutory contributions from the Federal Government to the NDDC fund to enhance the Commission’s mandate delivery.

Adherence to Rules: The Board and Management were urged to acquaint themselves with relevant rules to ensure projects and programs align with extant laws.

SMART Goals: In order to promote more public trust, it was stressed how important it is to set clear, measurable, realistic, relevant, and time-bound (SMART) goals.

Ethical Leadership: It was emphasized that the leadership must consistently adhere to ethical ideals and show this by their actions and decisions.

Governance Policies: The development of key governance policies and procedures to minimize discord on the Board and promote transparency was recommended.

Local Context Reforms: Reforms tailored to the local context for the improvement of people’s lives were encouraged, emphasizing creativity and innovation.

Partnerships and Conflict Management: The need for intentional partnerships and conflict management strategies for value creation was underlined, emphasizing continuous improvement.

Strategic Communication: Strategic communication to change negative perceptions about the NDDC and showcase its value-added was deemed necessary.

Political Will: Recognizing political pressures, the Board and Management were urged to develop the political will to manage such pressures effectively.

Despite these resolutions, the retreat took an unexpected turn during the concluding moments. The focus shifted to the Managing Director’s plea for financial autonomy, diverging attention from the resolutions and drawing concerns about the Commission’s financial stability.

In the aftermath, a Performance Bond was signed between the Ministry of Niger Delta Development and the NDDC, indicating a commitment to collaboration.

While the retreat presented a ray of hope for the Niger Delta, challenges and diversionary discussions on financial matters have raised questions about the NDDC’s preparedness to overcome hurdles and achieve the goals set during this pivotal event. As stakeholders await further developments, the retreat’s impact on the region’s development trajectory remains uncertain.
