ABUJA, Nigeria – In a landmark event underscoring the commitment to infrastructure development in Nigeria, President Bola Ahmed Tinubu, represented by Vice President Kashim Shettima, commissioned the full-scope development of the Outer Southern Expressway (OSEX) from the Villa Roundabout to Ring Road 1 junction, Abuja. The ceremony, held on June 3, 2024, celebrated the completion of the fourth significant infrastructure project by the Federal Capital Territory Administration (FCTA) to mark President Tinubu’s first year in office.

A Visionary Leadership

In his address, Vice President Shettima conveyed President Tinubu’s admiration for the FCT Minister, Barrister Ezenwo Nyesom Wike, praising his exceptional leadership and dedication to the capital city’s development. “Under Wike’s leadership, we have witnessed remarkable strides in infrastructure development, urban planning, and sustainable growth in the nation’s capital,” he stated. President Tinubu described Wike as a “force of nature,” redefining the meaning and concept of modern leadership in Nigeria.

Enhancing Economic Growth and Quality of Life

President Tinubu emphasized the critical role of the Outer Southern Expressway in improving road traffic conditions and transportation within the FCT. “The expansion of the Outer Southern Expressway will not only improve the road traffic condition and transportation in the FCT but will also stimulate economic growth and create opportunities for business,” he noted. The project is expected to alleviate traffic gridlock, particularly at the Power House junction, and ease the commute for residents traveling towards Nyanya and Keffi.

The Outer Southern Expressway: A Detailed Overview

The Outer Southern Expressway, also known as the Mahamadou Issoufou Way, is a boundary road defining the southern flank of Abuja. According to the Executive Secretary of the Federal Capital Development Authority (FCDA), Engr. Shehu Hadi Ahmad, the expressway spans 67 kilometres, beginning at the Villa Roundabout and extending through Wassa District and the Kuje Area Council to the intersection of Abuja-Lokoja Highway in Gwagwalada.

The OSEX is designed as a 10-lane expressway with two main carriageways of six lanes and two service carriageways of four lanes. Engr. Ahmad highlighted that the section currently being commissioned stretches from the Villa roundabout to the Ring Road 1 Junction, also known as the Nnamdi Azikiwe Expressway. This completed portion is expected to bring significant relief to the traffic bound for Nyanya/Keffi and the congestion at Power House junction.

A unique feature of the OSEX is its intersection with five roads named after past Nigerian presidents, including the Goodluck Ebele Jonathan Expressway, Yakubu Gowon Way, Shehu Shagari Way, Muhammadu Buhari Way, and Nnamdi Azikiwe Expressway. Additionally, the expressway is adjoined by two major prime districts, Asokoro and Guzape, where the FCT Administration has focused efforts on rehabilitating roads and delivering comprehensive engineering infrastructure.

Wike’s Vision for the FCT

In his speech, FCT Minister Barr. Ezenwo Nyesom Wike expressed gratitude to President Tinubu for his unwavering support and presence at the commissioning activities. He reiterated that the completion of the OSEX aligns with the “Renewed Hope Agenda” of the President, emphasizing the FCT Administration’s commitment to providing both physical and social infrastructure to enhance the quality of life for FCT residents.

Wike attributed the successes in project delivery to the exit of the FCTA from the Treasury Single Account and the robust cooperation and support from the leadership of the National Assembly and other stakeholders. He noted that this has restored contractors’ confidence in the FCT, facilitating timely project completion.

The Minister of State FCT, Dr. Mariya Mahmoud, also extended her gratitude to President Tinubu, Vice President Shettima, and the National Assembly’s leadership for their continuous support. She emphasized that the collaborative efforts of these entities have been instrumental in the successful completion of the OSEX project.

The commissioning of the Outer Southern Expressway has elicited varied reactions from the public, particularly on social media platforms. Many praised the government for its commitment to infrastructure development, while others expressed skepticism about the long-term benefits and potential maintenance challenges.
