In recent times, Abuja has grappled with a surge in abductions, particularly in the city centre, satellite towns, and villages. And this has raised concerns about the safety and security of its residents. Bassey Bassey, the Executive Director of HipCity Innovation Centre, has consequently advocated, in a guest opinion, for the use of proper urban governance, which he emphasized would require an inclusive and participatory approach, to tackle this issue.

Insecurity’s Far-reaching Impact

The rising insecurity in Abuja has not only instilled fear among residents but has also taken a toll on various aspects of daily life. Businesses, especially those operating in the evening, have suffered a decline in customers, leading to job losses and salary cuts for employees.

Public transportation faces challenges, with a growing mistrust among motorists due to criminal activities such as the “one chance situation.”

Additionally, there are concerns about food security, as farming activities in villages have been disrupted, contributing to food shortages and inflation.

The Call for Inclusive and Participatory Urban Governance

Bassey Bassey has advocated for a shift towards inclusive and participatory urban governance to effectively address Abuja’s security challenges. He highlighted the need for a horizontal relationship between the government and citizens, fostering trust, a sense of belonging, and joint ownership of security responsibilities.

Key Recommendations for Improved Security

Community Surveillance Centres: Bassey has suggested the establishment of centrally managed neighbourhood surveillance centres equipped with CCTV cameras strategically placed to stimulate community surveillance and policing. According to him, this could be facilitated through a government-led public-private partnership (PPP) subsidy program.

Mass Media Campaigns: Bassey recommended the engagement of social media influencers and media establishments to run awareness campaigns on safety tips, emergency contact numbers, and real-time security information to help alleviate residents’ fears.

Data Management: Bassey emphasized the importance of collating and keeping a comprehensive database of city residents for effective planning and resource deployment, both for meeting resident needs and enhancing security measures.

Effective Public Transportation: He also recommended the implementation of an efficient public transportation system that includes dedicated city buses equipped with surveillance cameras and verified drivers can contribute to reducing criminal activities, particularly the “one chance” phenomenon.

Empowering Residents Through Effective Urban Governance

Bassey Bassey asserted that effective urban governance will empower residents to actively contribute to the safeguarding of the city. The burden on state security outfits can be shared by involving citizens in security measures; thereby, creating a collaborative effort to reduce insecurity in neighbourhoods and the entire FCT.
