The Niger Delta Development Commission (NDDC) facilitated a Media Tour and Sensitization Engagement session with media personalities from across Nigeria on a sunny day in Port Harcourt. This event aimed to brief journalists on the NDDC’s key projects, programmes, and activities, highlighting the Commission’s dedication to the development of the Niger Delta region.
Dr. Samuel Ogbuku’s Vision for the NDDC
The NDDC’s Managing Director and CEO, Dr. Samuel Ogbuku, opened the session via a Zoom call, extending a warm welcome to all attendees. Dr. Ogbuku reaffirmed the management’s unwavering commitment to building on the successes of previous administrations while addressing their shortcomings.
“Government is in continuum,” Dr. Ogbuku began, emphasizing the NDDC’s pledge to complete legacy projects despite the challenges. “Although it is more difficult and expensive to complete an old project than start a new one, we are committed to completing and commissioning all our legacy projects.”
Major Infrastructure Projects
Dr. Ogbuku highlighted several key projects that exemplify the NDDC’s commitment to meeting the needs of Niger Deltans. One of the standout projects is the 27.5-kilometre Ogbia-Nembe Road, which features seven bridges and connects 14 communities. This road represents a vital infrastructure link that promises to enhance mobility and economic activity in the region.
Another significant project is the 6-kilometre road and 600-metre bridge in Ibeno, Akwa Ibom State, connecting 20 communities. This infrastructure development is expected to boost trade, access to services, and overall quality of life for residents.
In Ondo State, the NDDC recently commissioned the 132/33KV Substation in Okitipupa. This project is a major milestone as it will provide electricity to over 2,000 communities across five local governments that have been without power for the past 15 years. The impact of this project cannot be overstated, as it will transform the economic landscape of these communities, creating new opportunities for growth and development.
Triple-T Policy: From Transaction to Transformation
Central to the NDDC’s strategy is the Triple-T policy: Transiting from Transaction to Transformation. Dr. Ogbuku explained that this policy is integrated into all of the Commission’s activities, reflecting a broader shift towards sustainable development and meaningful impact.
“Our focus is not just on completing projects but on ensuring that these projects transform the lives of the people in the Niger Delta,” Dr. Ogbuku stated. This approach aims to move beyond transactional engagements and instead foster long-term transformation that addresses the root causes of underdevelopment in the region.

The media tour and sensitization session underscored the NDDC’s commitment to transparency and accountability. During Atlantic Post’s tour, residents from various communities shared their experiences and the tangible benefits they have received from the NDDC’s projects. In Nembe, a local leader, Chief Ebikeme, praised the Ogbia-Nembe Road project, noting that it has significantly reduced travel time and facilitated easier access to healthcare and education.
“In the past, we faced numerous challenges traveling between our communities, especially during the rainy season. Now, with this road, our lives have improved greatly,” Chief Ebikeme said.
In Ibeno, community members expressed their gratitude for the new road and bridge, which have opened up new economic opportunities. “This project has changed everything for us. We can now transport our goods more efficiently, and access to markets has improved,” said Mrs. Akpan, a local trader.
Powering Up Ondo State
The commissioning of the 132/33KV Substation in Okitipupa was another highlight of the media tour. For the first time in 15 years, communities in this area will have reliable access to electricity. This development is expected to stimulate local businesses, improve educational facilities, and enhance the overall quality of life.
Mr. Adewale, a resident of Okitipupa, expressed his excitement about the project. “We have waited so long for this moment. Having electricity will change everything – from our businesses to our homes. We are very grateful to the NDDC for making this happen,” he said.

Dr. Ogbuku concluded the session by reiterating the NDDC’s dedication to the ongoing development of the Niger Delta. He emphasized that while significant progress has been made, there is still much work to be done. The Commission is committed to addressing the region’s challenges and ensuring that development projects are sustainable and impactful.
“We must continue to work together to build a brighter future for the Niger Delta. Our commitment to transformation is unwavering, and we will not rest until every community in this region feels the benefits of our efforts,” Dr. Ogbuku affirmed.
